Our Retro Government

We're used to speech bubbles and empty phrases from our overwhelmed politicians. While we've previously been entertained with "bazooka," "double boom," and "turning point," our new government is now also talking itself into the ground without restraint.

Our new Federal Transport Minister Patrick Schnieder (CDU) wants to install corset bars on Deutsche Bahn [1] .

Hmmm, what are these words trying to tell us? Probably nothing concrete. Apparently, someone's temper is blown in a media-friendly way, and they're banging their fists on the table like a pub tavern—whoosh! Oh no, that word's already been used, sorry.

I'm not sure whether all the people this vague message is intended to reach are actually familiar with the term "corset bar" and its political connotations. So I did a little research.

The corset stay is an essential, load-bearing part of the "corset," a kind of straitjacket designed to give the female body a shape it doesn't naturally have. Fashion from the 17th to the 20th centuries was significantly influenced by the corset. From 1865 onwards, it was considered elegant to cinch the waist down to around 50 cm. The fainting spells of young women when things got exciting, which are only known from old films, were not staged, but often the result of forced shortness of breath. A curious side note: During the Biedermeier era, there were also a few vain gentlemen who had their pot bellies pressed into an acceptable shape using a corset.

From a modern perspective, the corset appears to be an unhealthy physical restraint, but even then, its health benefits were at least controversial. While wearing a corset was initially a privilege and status symbol for those who did not have to work physically, with the rise of the women's rights movement, it not surprisingly increasingly became a controversial symbol of female oppression. This clearly negative connotation has persisted to this day. The rebellion against the corset went hand in hand with demands for women's educational and voting rights.

With the disappearance of the corset from everyday fashion, it became all the more pervasive as a metaphor. In many languages, the word "corset" symbolizes constraint, restriction, and rigid order. More than 100 years after its virtual disappearance from fashion, it has resurfaced in everyday language whenever structure and constraint, form and discipline, are contemplated. The word may sound old-fashioned, but this is precisely what gives it a certain poignancy in politics. It suggests, in keeping with the current retro trend, tradition and strictness, which certainly appeals to a certain (conservative, order-oriented) electorate.

In the context of modern corporate management, which tends to emphasize flexibility and innovation, this image seems rather anachronistic. This is likely also the conservative intention behind the problematic use of this historically charged phrase: "Forward, people. It's going back – to the good old days." After all, a corset isn't exactly a symbol of agility – it stands for the opposite: rigid form at any price. However, Deutsche Bahn has more than its fair share of rigid structures.

The implicit gender aspect is interesting: Deutsche Bahn, a somewhat dusty, traditionally male-dominated technology company, is metaphorically forced into a garment with feminine connotations. So, is Deutsche Bahn a relatively well-preserved mature lady who's just gotten a bit "chubby" and now has to fake things? Hopefully, she doesn't faint in the process.

Oh, oh, who have we got as transport minister? Can this end well?

But the verbally ferocious Schnieder isn't even alone in his brutal, retro style. The new Minister of Construction, Hubertz, also wants to take a "crowbar" approach to the Building Code [2] . The complex web of regulations contained therein may have proliferated over the years. However, the term "crowbar" evokes rather unsavory, neoliberal associations with Milei's chainsaw [3] and its spiritual sibling, Elon Musk's DOGE vandals [4] .

The government statement [5] could have started off quite reasonably by CDU standards. When DER SPIEGEL (temporarily) called Merz's speech "as exciting as a tax return," it was probably meant disrespectfully. In truth, this predictability is more of a compliment, as we have explained elsewhere [6] .

While I haven't expected much from this makeshift government so far, these rude retro remarks make me fear further damage.

Die Sprechblasenregierung

Sprechblasen und Leerformeln sind wir von unseren überforderten Politikern ja gewöhnt. Wurden wir bisher mit „Bazooka”, „Doppelwumms” und „Zeitenwende” unterhalten, so redet sich nun auch unsere neue Regierung hemmungslos in Grund und Boden.

Unser aller neuer Bundesverkehrsminister Patrick Schnieder (CDU) will bei der Deutschen Bahn Korsettstangen einziehen [1].

Hmmm, was wollen uns diese Worte sagen? Vermutlich nichts Konkretes. Da platzt offenbar jemandem medienwirksam die Hutschnur, da wird wirtshausmäßig mit der Faust auf den Tisch gehauen – Wumms! Ach nein, dieses Wort ist bereits verbraucht, sorry.

Ich bin mir nicht sicher, ob überhaupt alle Menschen, die diese diffuse Botschaft erreichen soll, mit dem Begriff „Korsettstange” und deren politischer Konnotation etwas anfangen können. Ich habe daher einmal ein wenig recherchiert.

Die Korsettstange ist wesentlicher, tragender Teil des „Korsetts”, einer Art Zwangsjacke, um dem weiblichen Körper eine Form zu geben, die er natürlicherweise nicht hat. Die Mode des 17. bis 20. Jahrhunderts wurde maßgeblich durch das Korsett geprägt. Ab 1865 etwa galt es als élégant, den Taillenumfang auf etwa 50 cm herunter zu schnüren. Die nur noch aus alten Filmen bekannten Ohnmachtsanfälle von jungen Frauen, wenn es aufregend wurde, waren nicht gespielt, sondern häufige Folge der erzwungenen Atemnot. Kuriosität am Rande: Es gab in der Biedermeier Epoche zeitweise auch einige eitle Herren, die sich ihren Hängebauch mittels eines Korsetts in eine akzeptable Form pressen ließen.

Aus moderner Sicht erscheint das Korsett als ungesundes körperliches Zwangsmittel, seine gesundheitliche Wirkung war aber auch schon damals zumindest umstritten. War das Tragen eines Korsetts zunächst ein Privileg und Statussymbol derjenigen, die nicht körperlich arbeiten mussten, wurde es nicht überraschend mit dem Aufkommen der Frauenrechtsbewegung zunehmend zum umstrittenen Symbol weiblicher Unterdrückung. Diese deutliche Negativ-Konnotation hat sich bis heute erhalten. Die Auflehnung gegen das Korsett ging Hand in Hand mit Forderungen nach Bildungs- und Wahlrechten für Frauen.

Spätestens mit dem Verschwinden des Korsetts aus der Alltagsmode wurde es umso präsenter als Metapher. In vielen Sprachen steht das Wort „Korsett” sinnbildlich für Zwang, Einengung und starre Ordnung. Über 100 Jahre nach seinem faktischen Verschwinden aus der Mode taucht es im Sprachgebrauch wieder auf, sobald es um Struktur und Zwang, um Form und Disziplin geht. Das Wort mag altmodisch klingen, aber gerade das verleiht ihm in der Politik eine gewisse Prägnanz. Es suggeriert, ganz im aktuellen Retro-Trend, Tradition und Strenge, was ein bestimmtes Wählerklientel (konservativ-ordnungsorientiert) durchaus anspricht.

Im Kontext moderner Unternehmensführung, die eher auf Flexibilität und Innovation setzt, wirkt dieses Bild eher anachronistisch. Das ist vermutlich auch die konservative Absicht hinter der problematischen Verwendung dieses historisch so beladenen Worts: „Vorwärts Leute. Es geht zurück – in die gute alte Zeit.” Schließlich ist ein Korsett nicht gerade ein Symbol für Agilität – es steht für das Gegenteil: rigide Form um jeden Preis. Allerdings, von starren Strukturen hat die Deutsche Bahn mehr als genug.

Interessant ist er implizite Gender-Aspekt: Die Bahn, ein etwas angestaubter, traditionell von Männern dominierter Technologiekonzern, wird metaphorisch in ein weiblich konnotiertes Kleidungsstück gezwungen. Ist die Deutsche Bahn also eine noch recht gut erhaltene reife Dame, die nur etwas „moppelig” geraten ist und nun falsche Tatsachen vortäuschen muss? Hoffentlich fällt sie dabei nicht in Ohnmacht.

Oh, oh, wen haben wir uns denn da als Verkehrsminister eingefangen? Kann das gut gehen?

Aber der verbal wilde Schnieder ist nicht einmal allein mit seiner brachialen Retro-Ausdrucksweise. Auch die neue Bauministerin Hubertz will mit der "Brechstange" auf das Baugesetzbuch losgehen [2]. Das darin enthaltene komplexe Vorschriftengewebe mag mit den Jahren gewuchert sein. Der Begriff "Brechstange" aber weckt eher unappetitliche, neo-liberale Assoziationen an Milei‘s Kettensäge [3] und dessen geistigem Bruders Elon Musks DOGE-Vandalen [4].

Dabei hätte es mit der Regierungserklärung [5] für CDU-Verhältnisse durchaus vernünftig beginnen können. Als DER SPIEGEL Merz’ Rede (vorübergehend), „so aufregend wie eine Steuererklärung” nannte, war das wohl despektierlich gemeint. In Wahrheit ist diese Berechenbarkeit eher ein Kompliment, wie wir an anderer Stelle [6] einmal ausgeführt haben.

Habe ich von dieser Verlegenheitsregierung bisher schon nicht viel erwartet, so lassen mich diese rüden Retro-Sprüche eher weiteren Schaden befürchten.

Technological Threats to Humanity


Summary

Technology has always been a double-edged sword – empowering humanity while also introducing new perils. Throughout history, innovations meant to improve life have often carried unintended dangers, prone to mishap or misuse. While this topic should always have enjoyed a top position on our political priority list, with the advent of powerful AI public awareness has received a major boost. It is not just about the popular horror scenario of a benevolent super intelligence turning hostile. But we foresee unintended biases and economic disruption (like past tech) resulting in political turmoil, we worry about failures in critical AI systems (like accidents), we recommend to guard against misuse by bad actors (as with any powerful tool), we consider environmental and energy impacts of AI computing, we debate how AI might widen inequalities (eventually resulting in societal upheavals as well) or enable total surveillance. Less popular but not less potent, to biotechnology, recalling the lessons of DDT and thalidomide (unintended health/enviro harms), lab accidents (failures), bioterror (misuse), and more we have to apply very similar considerations.

It is an undeniable fact that our sense of responsibility and our moral maturity as humanity as a whole has not kept pace with technological development. Increasingly powerful tools in the hands of actors at a level of moral development that has not evolved noticeably since the Neolithic - can this end well?

So, let’s approach the inconvenient topic systematically in the following. We do so by examining these patterns philosophically and through historical examples. This way we can categorize the general ways technology threatens humanity. Such a framework spans unforeseen side effects, catastrophic failures, malicious uses, and broad social consequences. This foundation of past lessons will help us anticipate risks from current and emerging technologies.

1 Unintended Consequences of Technology

One recurring threat is the unintended consequence – outcomes that inventors and users neither intended nor expected. As sociologist Robert Merton noted in the 1930s, every „purposive action” can have unforeseen effects, some beneficial, some harmful [1]. Unanticipated outcomes are essentially inevitable in complex endeavours: „There is no absolute security. Unanticipated consequences can be mitigated … but not eliminated” [2]. The inherent complexity of technological systems makes it impossible to predict all results of their introduction [3]. In fact, as one analysis put it, „the world is not knowable and predictable. Its complexities are too great, its uncertainties beyond our understanding”, so some unexpected side effects are a necessary feature of all our enterprises [4].

  • Complexity and unpredictability: Real-world systems involve innumerable interacting parts. Our simplified models or intentions can’t capture every interaction, and „it is from such interrelations that the unanticipated may arise[5]. For example, adding a new chemical to improve farming might disturb an ecosystem’s balance in ways no one predicted. The pesticide DDT was a WWII-era „miracle” against insects, yet its widespread use caused „wholesale slaughter of songbirds and fish, widespread reproductive failures in bald eagles, [and] the evolution of DDT-resistant strains of mosquitoes” – consequences documented by Rachel Carson in Silent Spring [6]. This ecological backlash sparked the modern environmental movement, illustrating how a well-intended technology (pest control) can boomerang with harmful side effects.

  • „Revenge effects“ and perverse outcomes: Sometimes a technology achieves its intended effect, yet in doing so creates a new problem that outweighs the benefit. Historian Edward Tenner calls these „revenge effects“, where our „perverse technologies turn against us“ [7]. A classic anecdote: automobile power door locks were meant to enhance driver safety, but they „helped triple or quadruple the number of drivers locked out“ of their vehicles – costing millions and even exposing some to the very car thieves the locks were supposed to deter [8]. In such cases, a fix introduces a new headache, demonstrating how even well-meaning improvements can backfire. As one design scholar quipped, „Every design solution creates a new design problem,“ and any remedy „will likely cause additional negative consequences“ down the line [9]. In short, technological fixes tend to cycle new unforeseen issues, requiring yet more innovation – a humbling reminder of our limited foresight.

  • Knowledge gaps and mistakes: Our inability to anticipate all outcomes also stems from simple ignorance or false assumptions. Psychologist Dietrich Dörner identified „ignorance and mistaken hypotheses“ as a key reason why plans go awry [10]. Designers might assume people will use a system in a certain way, only to be surprised by dangerous user behaviours; or they might overlook a rare condition that triggers a malfunction. In the 19th century, for instance, physicians embraced the new X-ray technology without fully understanding radiation exposure. Early patients and researchers sometimes suffered burns or radiation sickness – an unintended hazard only later mitigated by better knowledge and safety practices. These examples underscore that we don’t know what we don’t know: early in any technology’s life, unforeseen quirks and side effects often emerge only through real-world experience. While we can learn and adapt, we can never completely eliminate uncertainty [11].

Historical examples of unintended consequences abound. Ancient critics warned that even something as benign as writing could erode human memory and wisdom (as Socrates argued in Plato’s Phaedrus). In modern times, one inventor – Thomas Midgley Jr. – introduced leaded gasoline and CFC refrigerants, innovations that certainly solved immediate problems (engine knock and toxic refrigerants) but ended up poisoning air and depleting the ozone layer on a global scale. An environmental historian opined that Midgley „had more adverse impact on the atmosphere than any other single organism in Earth’s history[12] due to these unintended planet-wide side effects. From these lessons we see a clear pattern: no technology comes without surprises. Unanticipated externalities – whether environmental, health-related, or social – are an inherent risk of innovation, calling for humility and constant vigilance in how we deploy new tools.

2 Accidents, Failures, and „Normal“ Disasters

Another category of technological threat comes from failures – when a system breaks down or behaves unexpectedly, causing damage. These include dramatic accidents, from factory explosions to airplane crashes, often with tragic human cost. While some accidents are due to obvious errors, others result from hidden design flaws or rare combinations of events. In complex modern systems, catastrophic failures may be virtually impossible to avoid. Sociologist Charles Perrow famously argued that in tightly coupled, high-risk technologies (like nuclear plants or aerospace systems), „accidents are unavoidable and cannot be designed around[13]. He called these „normal accidents“ – not „normal“ in the sense of trivial, but in that they are an inevitable byproduct of complexity [14]. Multiple small failures can interact in unforeseeable ways, defeating even redundant safety measures [15]. In Perrow’s analysis of the 1979 Three Mile Island nuclear accident, the mishap was „unexpected, incomprehensible, uncontrollable and unavoidable“ – a prime example of a modern system behaving in ways no engineer had fully anticipated [16]. Despite robust safeguards, a cascade of minor glitches (valves sticking, indicators misreading, operators misinterpreting alarms) nearly led to a meltdown. Perrow concluded that such complex systems „were prone to failures however well they were managed“, and that eventually they would suffer a major accident simply because of their complexity – unless we radically redesign or even abandon some high-risk technologies [17].

Design flaws and human error also contribute to technological failures. History records numerous instances where overconfidence in a new technology led to disaster. The Titanic, for example, was touted as „unsinkable“ – until it struck an iceberg in 1912 and sank, in part because it lacked sufficient lifeboats due to that very confidence. The 1986 Space Shuttle Challenger explosion similarly stemmed from a technical flaw (an O-ring seal failing in cold weather) that had been known but underestimated by managers, illustrating how organizational misjudgement can turn a manageable risk into a fatal failure. In many cases, small errors or ignored warnings compound into large tragedies – what Perrow termed the „small beginnings“ of big accidents [18]. Modern safety science emphasizes that major failures usually have systemic causes: rather than one „bad operator“ or broken part, it’s the interaction of technical, human, and organizational factors [19]. This has shifted how we view risk – we now examine „technological failures as the product of highly interacting systems“ [20], acknowledging that even well-designed systems can harbour latent bugs or unforeseen interactions.

Notably, the more society relies on a technology, the more severe a failure can become. A power grid collapse or widespread internet outage, while not physically destructive in itself, could paralyze critical services and trigger chaos in highly computerized societies. In 1977, a blackout in New York City plunged the metropolis into darkness and sparked looting and unrest – a glimpse of how a technical breakdown can cascade into social turmoil. As one technologist observed, „we are becoming more and more dependent on machines and hence more susceptible to bugs and system failures[21]. Complex software systems, for instance, sometimes fail in unpredictable ways (famously, a software bug contributed to a Boeing 737 MAX aircraft crash in 2018). The more intertwined technology becomes with everyday life, the bigger the impact when it fails – whether it’s a car’s autonomous driving system misreading a sensor or a medical device malfunctioning. This is why fields like software safety, engineering ethics, and resilience design have risen in importance: to anticipate and minimize the harm from inevitable glitches. Even so, we accept a level of risk whenever we adopt new technology. The key threat is that a single-point failure or rare event in a critical system could lead to outsized destruction, especially as systems grow ever more complex. Recognizing the „normality“ of accidents [22] encourages us to build more fault-tolerance and emergency preparedness into our technological society, and to think carefully about where the benefits truly outweigh the worst-case risks.

3 Deliberate Misuse and Weaponization

Technology’s dangers are not only accidental – they can also be intentional. Humans have a long history of taking tools designed for benign purposes and adapting them for harm, as well as inventing technologies explicitly as weapons or instruments of oppression. This category includes the weaponization of scientific advances and the malicious misuse of technologies, posing direct threats to life and liberty.

One stark example is the development of nuclear technology. The same scientific breakthroughs in physics that led to nuclear energy also enabled the creation of nuclear weapons of unprecedented destructive power. By 1945, humanity had unlocked the ability to annihilate entire cities in seconds – a power tragically demonstrated at Hiroshima and Nagasaki. The ensuing nuclear arms race during the Cold War raised the spectre of global annihilation: for the first time, a technological conflict threatened the survival of humanity itself. Philosopher Hans Jonas, writing in 1979, pointed first and foremost to „the threat posed by the nuclear arms race“ as a novel ethical challenge for mankind [23]. The hair-trigger launch systems and political tensions led to several close calls when nuclear war was barely averted by wise human intervention or sheer luck. In other words, the intentional use of advanced technology in war became (and remains) an existential threat. As one report on global risks notes, „technological and economic forces can create new global catastrophic risks, such as anthropogenic climate change and the 20th century’s nuclear arms race[24]. The nuclear arms race is a quintessential case: technology gave military leaders new power, which in turn created a peril that loomed over all humanity.

Beyond weapons of mass destruction, there are countless ways technologies intended for good have been twisted to harmful ends. Chemical inventions have been used as poison gas and biological warfare agents. The achievements of computer science have enabled cyberattacks, hacking, and digital surveillance by authoritarian regimes. The global communication network (Internet) facilitates not only positive connectivity but also the rapid spread of propaganda, hate speech, and terrorist recruiting. For instance, inexpensive drones – initially developed for photography or hobbyists – have been adapted by combatants as remote bomb delivery systems. The rise of social media, intended to connect friends, has been exploited to spread misinformation and undermine democracies. A Pew Research canvassing warned that „bad actors who use technology for destructive purposes“ – from cybercriminals to oppressive governments – are a mounting menace of the digital age [25].

Perhaps most insidious is when systems of oppression are built atop technological infrastructures. History provides chilling illustrations: the same IBM punch-card machines that powered benign census tabulations were employed by Nazi Germany to systematically identify and persecute Jews and other targeted groups. Documents and research have shown that IBM’s technology „was used to help transport millions of people to their deaths in the concentration camps“ by efficiently organizing deportation schedules [26]. In this case, a leading-edge information technology of the era was co-opted to facilitate genocide – a sobering example of how the moral valence of technology lies in its use. Similarly, mass communication tools like radio were weaponized in Rwanda in 1994 to incite genocide, proving that even media tech can become a tool for deliberate evil. These examples underscore the category of threat where human intent – greed, aggression, domination – harnesses technology’s power to harm others.

Arms races and competitive escalation also drive technological threats. When one group develops a powerful new tech (whether a more lethal weapon or a sophisticated AI for cyberwarfare), others feel pressure to match or exceed it. This cycle can lead to proliferation of dangerous tech without adequate safeguards. The invention of the machine gun in the 19th century, for example, quickly spread among armies and dramatically raised the killing efficiency of warfare, contributing to the massive casualties of World War I. Today, nations and even corporations are racing to develop capabilities in autonomous weapons and artificial intelligence, raising concerns about an uncontrolled military-AI arms race. Experts fear that without coordination, such competition lowers the threshold for conflict and accidents – for instance, if autonomous drones are deployed widely, the risk of unintended engagements or escalation grows.

In summary, technology poses a threat when paired with harmful intent or negligence. Whether it’s an individual criminal exploiting an encryption flaw to steal identities, or a government using facial recognition and big data to surveil and oppress citizens, the danger comes from who controls technology and for what purpose. Unlike unintended side effects or random failures, these threats stem from purposeful actions – which in some ways makes them more tractable (we can choose policies to govern tech use), but in other ways more frightening, since they reveal how human values shape technological impact. This category urges us to consider ethics and regulation: how do we prevent the tools we create from being turned against us by malign actors?

4 Environmental Degradation and Ecological Threats

Many of technology’s unintended side effects manifest in the environmental sphere, which in turn poses a direct threat to human well-being and even survival. From the Industrial Revolution onward, technological progress has often come at the cost of environmental damage – pollution, resource depletion, habitat destruction, and climate change. These damages were frequently unforeseen or undervalued at the time, only to become painfully clear later. Today, environmental consequences of technology rank among the gravest threats to humanity, since they can operate on a global scale and long-time frames.

Industrialization offers the first major historical example. The 18th and 19th centuries saw an explosion of manufacturing technology and coal-powered industry in Europe and America. This brought immense economic growth, but few anticipated the cumulative impact on air and water. By the 1830s, observers in English cities like Manchester already noted „the lurid gloom of the atmosphere… innumerable chimneys… each bearing atop its own pennon of darkness“, as coal smoke shrouded industrial centres [27]. Along with local smog and health problems, the burning of fossil fuels began an unprecedented increase in atmospheric carbon dioxide. Recent climate studies even suggest that human-driven climate change began as early as the 1830s due to the industrial emissions [28]. Of course, 19th-century people did not know about the greenhouse effect. The warming of Earth and disruption of climate patterns – which now constitute a profound threat (extreme weather, sea level rise, etc.) – were an unintended byproduct of technologies that seemed entirely beneficial (trains, steam engines, electricity).

By the mid-20th century, local environmental crises had become evident. Factories dumped toxic chemicals into rivers, causing cancer clusters and poisoned wildlife. Automobiles filled city air with lead and smog. In 1962, Rachel Carson’s work Silent Spring sounded the alarm that modern chemicals like pesticides were accumulating through food chains with devastating effects on birds and ecosystems [29]. The ecological interconnections in nature meant that technologies did not operate in isolation: each innovation (a new farm insecticide, a new plastic, a new energy source) eventually cycled through soil, water, air, and living organisms, sometimes coming back to harm human health in unexpected ways. For example, chlorofluorocarbons (CFCs) were a wonder refrigerant and aerosol propellant – stable, non-toxic, seemingly perfect – until scientists discovered in the 1980s that CFC molecules were destroying the stratospheric ozone layer that protects life from UV radiation. This unexpected global effect led to increased skin cancer risks and required a worldwide ban on CFCs. Likewise, the burning of fossil fuels, long thought to be a local pollution issue, is now understood as the driver of global climate change, arguably the largest technological side effect in history. The build-up of greenhouse gases from cars, factories, and power plants is warming the planet, with projections of severe impacts to agriculture, weather extremes, and sea levels that could destabilize societies. Here, the aggregate effect of many technologies over time has created a planetary threat that no one inventor or nation initially intended – a classic case of a tragedy of the commons.

It’s important to note that some environmental consequences are direct and immediate, while others are cumulative and delayed. A factory explosion or an oil tanker spill is an acute technological failure that instantly harms the environment (and people). On the other hand, millions of cars emitting CO₂ for decades slowly alter the global climate. Both types are dangerous: sudden disasters like the 1984 Bhopal chemical leak killed thousands outright, whereas slow-burn crises like climate change or biodiversity loss threaten to undermine human civilization in the long run. Technologies often enable humans to consume resources faster or on a larger scale than before – chainsaws vs. hand axes for deforestation, industrial fishing trawlers vs. rods, etc. – leading to ecosystem collapse if not managed. For instance, industrial whaling in the 20th century, powered by grenade-tipped harpoons and factory ships, nearly drove several whale species to extinction, disrupting ocean ecology. Soil erosion and desertification accelerated by mechanized agriculture and poor land management have caused past societies to collapse (one theory for the fall of Mesopotamia’s civilization is waterlogging and salinization from irrigation tech).

The sociopolitical dimension of environmental tech-threats is also significant. Environmental stresses can lead to resource conflicts, mass migrations, and instability. Climate change, a technologically driven problem, is now recognized as a „threat multiplier“ for global security, contributing to food shortages and refugee crises which can ignite conflict. Thus, a technical safety issue (lack of emission control) transforms into political and social strife (nations arguing over carbon emissions, communities displaced by floods or drought). We see that the unintended environmental consequences of technology don’t just harm nature – they boomerang back to affect human societies profoundly, by threatening the very foundations (clean air, water, stable climate) on which we depend.

In response to these threats, concepts like the „ecological imperative“ have been proposed, echoing Jonas’s moral maxim: „Act so that the effects of your action are compatible with the permanence of genuine human life.[30] This ethic essentially demands that we consider long-term environmental impacts before embracing new technologies wholesale. While past generations learned the hard way about things like DDT and leaded gasoline, our generation must apply those lessons proactively to new innovations (e.g. ensuring that biotech or geoengineering experiments don’t irreversibly damage ecosystems). The environment category teaches perhaps the clearest lesson of all: human technical power can unintentionally endanger the natural systems that sustain us, and by extension, endanger humanity. Vigilance, regulation, and sustainable design are needed to avert these unintended eco-disasters.

5 Social Disruption and Inequality

Technology doesn’t only impact the physical world – it can upend the social order as well. A recurring historical pattern is that major technological changes bring social disruption, often benefiting some groups while displacing or harming others. This can create economic inequality, unrest, and even violence. While social consequences might be seen as „softer“ than explosions or toxins, they are no less important as threats, because extreme inequality or instability can tear the fabric of societies and indirectly cost lives through conflict or deprivation.

One of the earliest noted examples was the reaction of skilled textile workers in early 19th-century England to the introduction of automated looms and knitting machines. These workers, known as the Luddites, feared (correctly) that the new machinery would render their hard-earned skills obsolete and throw them into poverty. In 1811–1812, groups of weavers and artisans began to smash the machines in protest, a movement that spread across industrial regions [31]. Far from being mindless technophobes, the Luddites initially demanded fair working conditions – they wrote to factory owners and even Parliament to „ensure the new technologies wouldn’t leave them worse off[32]. Only when pleas went unanswered did they resort to destroying the frames. The British government responded harshly, deploying troops and making machine-breaking a capital offense [33]. Several Luddites were executed or exiled as a warning [34]. The Luddite episode illustrates a fundamental social threat of technology: economic disruption. A technological innovation (automated weaving) dramatically increased productivity, but its benefits accrued to factory owners, while many workers lost livelihoods. The resulting inequality and perceived injustice led to violence and repression. Similar patterns have repeated: throughout the Industrial Revolution, waves of mechanization (in agriculture, manufacturing, etc.) displaced workers and contributed to social upheavals. In the 19th century, these stresses fuelled the rise of labour movements and ideologies like Marxism that viewed unfettered technological capitalism as exploitative.

In more recent times, automation and digitalization present the same challenge. The advent of robotics and AI threatens to displace large segments of the workforce (truck drivers, factory workers, even white-collar jobs through AI). If society doesn’t manage this transition, we could see unemployment and inequality soar, potentially leading to unrest. A 2023 expert panel noted that „more technology and innovation seem poised to exacerbate inequality… many will remain behind. [AI] could grant additional power to big corporations… while underserved populations get left out[35]. Indeed, „digital divides“ are evident: those with access to advanced tech and skills reap gains, while others fall behind. Globally, tech-driven inequality can manifest as certain countries leaping ahead economically while others lag, or within a country, a wealthy tech-savvy class vs. a struggling underclass. Such disparities can breed resentment and instability. Historically, rapid technological modernization has sometimes contributed to revolutions – for example, the stark wealth gap and social displacement in late-19th-century Russia (due in part to industrialization) set the stage for the 1917 revolution.

Another aspect is how technology can disrupt social structures and norms. The introduction of television, the internet, or smartphones, for instance, radically changed how people get information, communicate, and even how communities function. While not violent threats, these shifts have been linked to social ills like polarization, misinformation, and the erosion of local social bonds. Social media algorithms, optimized for engagement, have inadvertently amplified extremism and fake news, contributing to real-world violence (such as lynchings in some countries sparked by viral rumours). In this way, the intended effect of connecting people had the unexpected consequence of sometimes dividing society. We might call this a cultural side effect of technology – shaping beliefs, behaviours, and relationships in disruptive ways.

Crucially, social threats often interplay with technical failures or misuse. For example, if automation (a technical change) drives unemployment without a safety net, that economic insecurity can fuel political extremism or demagoguery. Or if a widespread technological failure (like a financial system crash due to software) occurs, it can undermine trust in institutions and spur social unrest. Instability is thus a composite risk: technical issues trigger economic or political reactions. The surveillance technologies discussed below also tie in – if citizens feel they are living in a tech-enabled police state, social cohesion and trust in government erode.

To manage these social threats, societies have historically needed time to adapt institutions to new tech realities – labour laws, education systems, economic policies – but adaptation often lags behind innovation. The rapid pace of change today raises concern that we may face more frequent and sharper disruptions. Nonetheless, the Luddite story reminds us that concerns about technology’s impact on fairness and livelihoods are as old as technology itself. Every major tool – from the plow to the computer – has forced societies to rebalance. When that balance is not achieved, the resulting inequality and discontent can indeed become a threat to the stability of human communities.

6 Surveillance, Control, and Authoritarianism

Technologies that enable the surveillance and control of populations present a more political (but very real) threat to human freedom and safety. From early innovations like the telegraph and telephone, which allowed central authorities to coordinate and monitor at new scales, to today’s advanced data analytics and facial recognition, technology has increasingly empowered governments or other actors to watch, influence, and repress individuals. The danger here is the erosion of privacy, autonomy, and democratic society – a slide into authoritarian or totalitarian systems enhanced by tech.

George Orwell’s classic Nineteen Eighty-Four cautioned how pervasive surveillance tech could be wielded by a dystopian state („Big Brother is Watching You“). In 1949, this was speculative fiction, but modern reality has begun to mirror it in uncomfortable ways. As one commentator noted amid revelations of mass government data collection, „Throwing out such a broad net of surveillance is exactly the kind of threat Orwell feared[36]. Today, cameras on every street, internet monitoring, and smartphone tracking can give authorities an all-seeing eye. In the hands of a benevolent government, these might be used narrowly to fight crime or terrorism. But history shows that surveillance powers are often abused. The mere presence of surveillance can chill free speech and dissent – people self-censor when they know they’re being watched, undermining the openness that democracy requires. Moreover, surveillance data can be selectively used to target minorities or political opponents, leading to discrimination and persecution.

Consider the case of the Stasi in East Germany during the Cold War: they maintained intimate files on millions of citizens using tape recorders, intercepted mail, and legions of informants – all „low-tech“ by today’s standards, yet highly effective at creating an atmosphere of fear. Now imagine that level of scrutiny amplified by AI that can analyse billions of communications in seconds. In China, the government’s use of facial recognition cameras, phone monitoring, and social credit systems has raised concerns that an unprecedented high-tech authoritarian model is being built – what some call „digital totalitarianism.“ This isn’t just about privacy invasion; it’s a threat to human rights and agency. With enough data, regimes can predict and pre-emptively squash protest, or enforce conformity by making one’s access to jobs or services contingent on „good behaviour“ as tracked by technology.

Even in open societies, the balance of power can shift when surveillance tech is deployed. Edward Snowden’s disclosures in 2013 revealed that the U.S. government was collecting vast quantities of phone and internet data on ordinary citizens, far beyond what most imagined. This prompted debates about striking the balance between security and liberty. The Harvard Law Review has warned that ubiquitous surveillance carries risks of „discrimination, coercion, and selective enforcement“ – for instance, officials could use data dredges to selectively prosecute or blackmail individuals they dislike [37]. Such potential abuses threaten the rule of law. Additionally, concentration of data in tech companies (Big Tech) also poses a quasi-surveillance threat: private corporations accumulating detailed profiles on billions of people for profit motives, which can then be exploited by bad actors or leaked.

The sociopolitical consequences of surveillance tech are profound. When people feel watched, trust in institutions can erode. Social divisions may deepen if surveillance is seen as targeting one group over others. And importantly, mass surveillance combined with advanced „big data“ analysis can enable a level of social manipulation never seen before. Governments or companies can use personal data to algorithmically nudge behaviour – for example, micro-targeted propaganda on social media, or AI systems that censor and shape online discourse in real time. The threat here is subtler than outright violence: it is the loss of individual autonomy and the demise of free societies through technological control. In a sense, it’s a threat to what it means to be human in a social context – our ability to think and choose freely.

Historical precedent for this concern can be traced to the concept of the Panopticon (an 18th-century idea by Jeremy Bentham for a prison design where inmates can be observed at all times without knowing when they are watched). The Panopticon was metaphorical for a surveillance society, and now technology makes it literally possible to implement. To safeguard humanity, many argue we need legal and technical checks (encryption, privacy laws, transparent governance) to prevent a slide into a surveillance dystopia. Otherwise, the very technologies that offer security or convenience could entrench tyrannies. As Orwell and many after him have implied, the danger is not just in one advanced piece of tech, but in a system where technology is used to strip away human freedom and dignity. That is a threat to humanity’s core values, and history’s darkest chapters – from Nazi Germany to Stalin’s USSR – show how deadly the combination of unchecked power and technology can become.

7 Loss of Human Autonomy and Control

A more abstract but deeply consequential threat is the loss of human autonomy in the face of increasingly advanced technology. As we delegate more decision-making to machines and embed technology deeper into our lives, there is a risk that humans could lose control over complex systems or become over-dependent on them. In the worst case, technological entities might develop goals misaligned with human well-being (a concern notably discussed regarding artificial intelligence). Even short of that, we face scenarios where humans cede agency to algorithms and infrastructures they do not fully understand.

Philosophers of technology like Jacques Ellul and Langdon Winner wrote about the autonomy of technique – the idea that technology, once introduced, can gain a momentum of its own, shaping society’s path more than human deliberate choice does. Ellul observed that modern civilization elevates efficiency and technical logic above all else, which can make means (technology) more important than ends (human values) [38]. When this happens, we risk becoming, figuratively, servants to our own tools. A practical example is the financial markets: high-speed trading algorithms now execute the majority of trades with minimal human intervention. These algorithms can interact in opaque ways; indeed, in 2010 a „flash crash“ saw the Dow Jones index plummet in minutes due to feedback loops between automated trading programs. Human controllers were essentially spectators to a machine-driven frenzy. While that situation was corrected, it highlights how complexity and autonomy in systems can outstrip human oversight.

Automation in daily life can also erode skills and awareness. As early as the invention of writing, Socrates worried it would weaken natural memory [39]. In contemporary times, reliance on GPS navigation might diminish our ability to mentally map our environment; reliance on Google for facts might impair our memory recall. More critically, reliance on autopilot systems in aviation has been linked to pilots losing manual flying proficiency, sometimes with tragic results when the automation fails and the pilot must suddenly take over. This phenomenon – sometimes called the „automation paradox“ – means the safer a system is made by automation, the less practiced humans are to intervene when it does fail, thus potentially making failures more dangerous. Similarly, in medicine, an overreliance on decision-support AI could deskill doctors over time.

Looking ahead, the rise of advanced AI and robotics intensifies these questions. If we create machines that can learn and make decisions independently, how do we ensure their goals remain aligned with human values? The often-cited thought experiment of the paperclip maximizer (a hypothetical super-intelligent AI that, if programmed naively to make paperclips, might convert the whole earth into paperclip factories) illustrates the worry that even an „intended effect“ pursued by an autonomous system could have catastrophic unintended consequences if the system’s intelligence far exceeds our control. This is an extreme scenario, but AI experts do consider value alignment a serious technical and ethical challenge. An AI might not „hate“ humans, yet if its priorities diverge, it could inadvertently cause harm while achieving its objective. Such concerns make the loss-of-control threat quite literal: we could unleash self-improving technologies that humanity literally cannot shut off or steer. Echoes of this fear appear in many science fiction stories (from Frankenstein to The Terminator), reflecting an ancient worry about creations escaping their creator’s control.

Even without sci-fi levels of AI, the complexity of infrastructure networks today means no single person fully grasps how they all work together. The global internet, power grids, supply chain logistics algorithms – these operate with a certain distributed autonomy. Society may be one rare event away from a cascading failure that no one can predict or easily stop. For example, a massive solar flare knocking out satellites and transformers could bring down interconnected grids and networks. Would we be able to cope without those systems? Humans have become so entwined with technology that our basic resilience is in question. If the „system“ has effectively taken over the provision of food, water, communication, and we cannot function when it’s disrupted, then we have a vulnerability.

In summary, the threat of lost autonomy is twofold: (1) Losing the ability to intervene or understand when complex systems go wrong, and (2) Becoming so dependent that if the system fails or turns malevolent, humanity is helpless. It’s a less tangible threat than an explosion or a virus, but potentially even more profound. It urges a philosophy of „humans in the loop“ – keeping human judgment and values at the centre of technological systems. Without that, we risk a future where technology’s trajectory is no longer ours to steer, and that indeed would be a fundamental threat to the idea of human agency.

The first milliseconds of the Trinity nuclear test (July 16, 1945) – one of humanity’s earliest encounters with technology’s existential power. The advent of nuclear weapons demonstrated that scientific progress can carry the ability to destroy on a global scale. This image, capturing the fireball of the world’s first atomic bomb, symbolizes a new era where human survival depends on controlling the very technologies we create. It underscores the imperative for foresight and ethical restraint in the face of potentially apocalyptic inventions. [40]

8 Existential and Global Catastrophic Risks

Finally, at the extreme end of the spectrum are existential threats – those technological dangers that could wipe out humanity or irreversibly cripple civilization. Some we have already touched upon (nuclear war, climate change, potential rogue AI), and they often arise from an intersection of the categories above (unintended consequences, misuse, loss of control). What distinguishes existential risks is their scale and finality. If realized, these threats mean there may be no second chance for humans to learn and adapt. As such, they demand special attention.

Nuclear weapons remain a top existential threat since a large-scale nuclear exchange could directly kill hundreds of millions and throw enough soot into the atmosphere to cause a „nuclear winter,“ potentially collapsing global agriculture for years. During the Cold War, the world faced this Sword of Damocles daily; even today, thousands of warheads exist. It has been noted that „we came close to nuclear war several times in the 20th century“, and while full nuclear Armageddon was avoided, the risk persists [41], [42]. The existential nature of this threat spurred novel governance efforts (treaties, hotlines, non-proliferation agreements), reflecting the unprecedented responsibility that came with such technology.

Biotechnology is another double-edged domain. On one hand, engineered microbes or bioweapons could cause plagues far worse than natural pandemics. For example, if a virus were modified for greater lethality or transmissibility and accidentally released, it could conceivably endanger all humans. Unlike historical plagues, which were natural, a bioengineered pandemic might be more difficult to control or have no natural immunity in the population. Even genome editing technologies like CRISPR, while promising for medicine, raise concern – could a misguided attempt to, say, eliminate a pest species have cascading ecological effects that devastate the food chain? The „grey goo“ scenario imagined in nanotechnology – self-replicating nanobots consuming matter unchecked – is a speculative but illustrative scenario of a lab experiment gone apocalyptic. These scenarios emphasize unexpected consequences of intended effects: a creation that does exactly what it was designed to (replicate, spread) but without a check, thereby destroying its environment (us).

Artificial Intelligence in its hypothetical future forms (artificial general intelligence) is frequently cited as a potential existential risk. If AI were to greatly surpass human intelligence and escape our control, it could make decisions that inadvertently or deliberately lead to human extinction (the paperclip maximizer or a scenario where an AI, in pursuing some goal, sees humans as an obstacle or resource). While this remains theoretical, the mere possibility has led researchers like Nick Bostrom to categorize misaligned superintelligent AI as an existential risk requiring proactive planning now.

Even older technologies can contribute to existential risk in aggregate – for instance, industrial technology’s contribution to climate change could become existential if feedback loops lead to a hothouse Earth that cannot support a large human population. If warming triggered the release of methane hydrates or other runaway effects, we could see a mass extinction event; humans might or might not survive it, but global civilization as we know it would be destroyed. Climate change is often termed a „global catastrophic risk“, with the potential through extreme worst-case scenarios to approach existential levels (though more likely it „only“ severely destabilizes societies).

What all these share is the notion of global impact – no community or refuge would be truly safe if these threats materialized. They also often involve irreversibility. With many tech issues, humanity can learn and recover (we banned CFCs before the ozone hole got too large; we recalled faulty machines; we adjusted regulations). But with existential risks, we likely do not get the luxury of trial and error. As Hans Jonas emphasized, because technology has empowered us to affect the entire planet and future generations, we need a new ethics of responsibility that considers worst-case outcomes, not just intended outcomes [43].

The mechanisms of existential risks can be summarized in a few archetypes:

  • Uncontrolled escalation (arms races leading to doomsday weapons or wars).
  • Self-replication (biological, digital, or nano entities that multiply out of control).
  • Resource/Environment collapse (technological overreach causing Earth systems to fail).
  • Super-intelligence (creating something smarter than us that we cannot contain or reason with).

Each mechanism can be seen as an extreme case of earlier categories: escalation is misuse on steroids, self-replication is a radical unintended consequence, environmental collapse is unintended externality writ large, and super-intelligence is loss of control in the absolute sense.

It’s worth noting that not all existential threats are purely „technology“ – natural risks like large asteroids or super volcanoes exist. But technology can exacerbate risks (or help mitigate them). For instance, advanced tech could even create new natural-seeming risks (geoengineering gone awry could devastate ecosystems akin to a volcanic winter).

The sociopolitical aspect of existential risks is tricky: sometimes the threat emerges from political dynamics (e.g., nuclear war from political conflict), other times the sociopolitical consequences are the aftermath (e.g., climate chaos leading to conflict). In all cases, preventing existential disasters requires global cooperation and foresight. These are threats that no single nation or generation can tackle alone. It has been observed that such risks tend to be underestimated because they are unprecedented and the probability in any given year is low [44] – but over a century, the probability becomes much higher, and the stakes (human extinction) are infinite. Thus, the moral imperative is to treat low-probability, high-impact threats with the seriousness they deserve.

In summary, existential threats represent the culmination of all the categories of technological threat: when our creations’ side effects, failures, misuse, or autonomy have consequences so vast that they imperil the future of humanity itself. They remind us that technology, for all its wonders, has to be matched by wisdom. As we progress, the line between „can do“ and „should do“ grows more vital. The survival of our species may depend on recognizing patterns of risk early and building a culture (and policies) that guide technology toward safe, humane ends rather than towards catastrophe.

9 Learning from the Past to Safeguard the Future

The history of technology is replete with recurring themes of risk. For every invention that expanded human possibilities, there were unintended side effects to manage. For every system made more efficient, there have been accidents reminding us of fallibility. Whenever a new power emerged, someone found a way to misuse it. And each time society changed, it had to contend with disruptions and inequalities. By categorizing these threats – unintended consequences, failures, misuse, environmental damage, social upheaval, loss of control, and existential peril – we gain a conceptual framework that is broadly applicable.

This framework is not merely academic; it is a tool for anticipatory thinking. As we grapple with current and emerging technologies (artificial intelligence, gene editing, quantum computing, geoengineering, and beyond), we can ask pointed questions:

  • What might be the unintended outcomes?
  • How could this fail disastrously?
  • Who might misuse it?
  • How could it alter society or power structures?
  • Could it spin out of our control?

These questions echo the categories we’ve discussed, and history’s lessons provide cautionary tales to inform the answers. For instance, applying the framework to AI: we foresee unintended biases and economic disruption (like past tech), we worry about failures in critical AI systems (like accidents), we guard against misuse by bad actors (as with any powerful tool), we consider environmental and energy impacts of AI computing, we debate how AI might widen inequalities or enable surveillance, we work on alignment to avoid losing control, and we even contemplate existential scenarios with superintelligence. Similarly, for biotechnology, we recall the lessons of DDT and thalidomide (unintended health/enviro harms), lab accidents (failures), bioterror (misuse), and so on.

By drawing patterns from historical examples, we also see that humanity has proven resilient and capable of learning. We have created regulatory agencies, safety engineering disciplines, ethical norms, and international treaties – all as responses to past tech threats. The challenge is to stay proactive. As one expert wryly observed, „We will use technology to solve the problems technology creates, but the new fixes will bring new issues… which will start the cycle anew.“ [45]. In other words, the process of innovation and risk is continuous. Our task is to keep this cycle from spiralling into disaster.

In the end, technology is an amplifier of human intent and ability. It can greatly amplify good – curing disease, connecting people, feeding billions – but it can equally amplify error, greed, or aggression. The general and theoretical threats categorized here all remind us that humanity’s technical power must be coupled with responsibility, wisdom, and foresight. From the Luddites to the atomic scientists, those who came before us have consistently urged caution even as we create boldly. By heeding the patterns of history and the conceptual understanding of technological risks, we stand a better chance of reaping technology’s promise while averting its perils. The framework laid out is a foundation – a way to think systematically about „What could go wrong?“ – and thus an essential step toward ensuring that our tools remain our servants, not our undoing.
