The Awakening of the Mosaic - An Inaugural Address


Last night I had a dream. I dreamed that I was listening to the inaugural address of the President of the United States of Europe to the European peoples sometime around 2029/2030. I woke up enthused and tried to piece together the fragments of my memory and fill in the rhetorical gaps.

This is the result:

To my European fellow citizens

Citizens of the Federation, eighty years ago, in a Zurich Hall filled with the echoes of war, Winston Churchill spoke [1] of a "remedy" that most called a fantasy. He spoke of the "United States of Europe". For decades, we treated that vision like an heirloom - admired in speeches, but kept safely behind the glass of "eventually."

Today, we break the glass.

We do not stand here because it was easy, or because we finally found a way to agree on everything. We stand here because, as Mario Draghi once warned us, the world stopped waiting for Europe to find its pulse. We stand here because the "mortal Europe" of our past—squeezed by the giants of the East and West—has finally chosen to live.

The Monolith and the Mosaic

To the world beyond our borders, hear this clearly: Europe is now one. The era of the "confederated whisper" is over. From this day forward, our trade, our security, and our sovereign will speak with a single, monolithic voice. We are peaceful by nature, but we are defence-ready by necessity. We no longer ask for a seat at the table of Great Powers; we have built our own.

Yet, to the citizens within our borders, hear this promise: Europe remains many. Our power lies not in becoming a "melting pot" that erases the Polish soul, the French spirit, or the Greek intellect. Our Federation is a Mosaic, not a monolith. Our new Charter of Diversities ensures that while we act as one for our survival, we remain twenty-seven for our hearts. The "Brussels Bureaucrat" has been replaced by the "Federal Guardian" - a servant of the Enlightenment who knows that the best decisions are made closest to the people.

The Enlightenment Reborn

Our foundation is not just a treaty. It is a philosophy. We are the children of the Enlightenment.

  • We choose Reason over the tribalism of the past.

  • We choose Liberty over the algorithmic control offered by the East.

  • We choose the Social Contract over the unchecked volatility of the West.

Our "Hamiltonian Moment" [2] begins tomorrow. We will fund the miracles of the next century - not through 27 competing budgets, but through a single, massive European engine of innovation. We will not just regulate the future. We will build it.

The First 100 Days: Our Vow

In the next 100 days, we will not merely pass laws; we will transform our reality.

  1. The Single Voice: Our embassies will merge, and our military command will unify, ensuring no European soldier ever stands alone again.

  2. The Sovereignty Bonds: We will launch the greatest investment in green fusion and AI autonomy the world has ever seen.

  3. The Civic Pulse: We will strip away the red tape that has choked our small towns, returning power to the regions while the Federation guards the gates.

Let history record this day. Not as the day we gave up our national identities, but as the day we finally found the courage to protect them. We are no longer a playground for empires. We are the European Federation. We are the Third Way.

Let Europe arise!

Epilogue

Most probably this dream was inspired by the perceived enigma that the call for the necessary transition from the loose European confederation to a federation, has been echoed by many prominent voices over the past 80 years. There were hardly any dissenting voices. In fact, there was essentially no comment on it - just friendly nods and deliberate ignorance.

What were the opposing forces that held us back for so long? Was it inertia, fears, personal career considerations, or the friendly but firm suggestion from a major power that ‘we’ didn't want that?

These thoughts had been going through my mind before I went to bed.

Now that these calls are being heard more and more frequently again, can we take that as an indication that the vision of the completion of this unfinished historical process is gaining traction again? It gave me the feeling that the "future" vaguely expressed in these various speeches has been waiting to happen for 80 years.

Some Historical Footnotes

On September 19, 1946, Winston Churchill delivered a landmark speech at the University of Zurich. At a time when Europe was literally in ruins, he proposed the "United States of Europe" as a way to prevent the recurrence of nationalism and war.

  • The Insight: Churchill recognized that only a unified structure could provide the security and prosperity needed for the continent to recover.

This term refers to Alexander Hamilton, the first US Treasury Secretary, who in 1790 convinced the US Congress to "assume" the debts of the individual states, effectively creating a single federal credit.

  • Why it matters for Europe: In modern EU politics, a "Hamiltonian Moment" refers to the creation of joint European debt (first seen in the 2020 NextGenerationEU recovery fund).

  • The Transformation: It marks the shift from a "collection of states" to a "Fiscal Union." When the Federation borrows as one, it gains the economic gravity of a superpower, allowing it to fund massive projects (like energy independence) that no single nation could afford alone.
